PC on r8 Shield

Right so I got this shield as a drop from Corporal Luluh:

Kournan Defender (not the best skin, I know)
16 AL, q8 Strength
Inscribable
(no other good mods)



but unfortunately, it's a blue. I was wondering if it was worth anything because of the q8?
What about if I made it perfect, -5/20% and +30hp? Would that be worth it?
