What does that so called "legendary weapon" do any way? There is so much hype about the horn in theascalon mission on how this single weapon can save ascalon and restore it to its natural glory. In the mission all it did when Prince Rurik blew through it is, it blew out a little fire and made the charr angry only a camp fire. Its a legendary weapon to destroy the charr once and for all and all it does is blow out a little fire. So do tell what this actually does?

The only thing it actually does is lower all Charrs' maximum health by 100. It certainly doesn't save Ascalon, but it helps. Eh it's part of the storyline. Let Rurik have his fun.

Much like it's name suggests, it creates a storm over it's location when called.
As the Charr use fire in rituals this weaken them enough for rurik to leeroy his way through them.

the specifics of the storm caller have been described above. however, you have to view it from the story's perspective. its power is more symbolic than anything.
it summons a storm, which puts out the fires of the charr. if you can recall, the charr draw strength from these fires. the presence of the fires act as a morale boost for them. by taking those out, you are lowering their morale and motivating for battle.
so, using the storm caller doesn't immediately defeat the charr, but it paves the way for it. taking advantage of their weakened state will one day lead to the restoration of ascalon.

not to mention that when you believe it will help you gain courage when you hear the horn blow the storm rise and rush into the Charr and chop em up till there's none left roar!

Well you see, it's like this:
The Charr, much like my German Shepherd, do not enjoy bathtime. They don't like being clean, and they will fight you until you eventually get them into the shower/bath/hose water, and then will eventually give up.
I think this is what accounts for the lower max HP from the Charr ... well, ok, it could be the putting out of their fires too
