Missing Energy Storage Skills

When I bought some more skills the other ones magically appeared.

If a character has no skills in that attribute, it is not shown. I got confused by that once before, it's disconcerting the first time.

Are you POSTIVE you bought those skills for your ranger?

Check a skill trainer and see if those skills are considered bought on your ranger. If they are, then you have a bug. If not, just buy them again.

As I am understanding it...the question is "Why doesnt my Ranger/Ele have access to the same Energy storage skills my Necro/Ele does?"

The answer is simple....because your R/E is not a hero....you need to purchase the skills or unlock them via quests ...for your Ranger

Only Heroes can use skills account wide.

Btw....posting a screenshot that just shows that you have the skills on one character....not which skills.

Oooooh. If it's a hero, then the reason is you may have bought the skills with balthazar faction. If that's the case, then here's how it works:

when you buy something with balthazar faction, you don't actually get the item/skill/hero for use in PvE. It will only be available for PvP-only characters. Heroes however (in PvP or PvE) can use any skill "unlocked" on an account (this counts any skills you bought with balthazar faction).

yes it does because that header will only show up if you have at least one skill under that attribute.
