Price Check on a Perfect Weapon?

Ok Im not entirely sure but is the below weapon a perfect weapon? If so what should I sell it for?

At the very least, perfect would mean max damage on the weapon. Different weapons have different max damage range, you can look up on wiki for that.

As for the mods on it, different people have different interpretation for it. So just ignore the "perfect mods" aspect.
