Just take a quick tour of the PvP forums, everyone wants her head.
Gaile Gray was forced to step down because no one liked her, she was horrible at her job.

For one, she was polarizing in how people viewed her. I'd hate to see what those with less favorable opinions of her would do with her mini. Can you imagine if a PvP'er opened his birthday gift and found her in it? "Mini-Gaile Gray orgy at LA on the fifteenth, 8 pm est!"
As far as in-game, which the mini's relevance reflects, Gaile Gray was just a female ranger with Ascalon armor, and a level 7 ranger at that! Who wants another noob following them? Related to the storyline, she has no relevance, so no. No Gaile Gray mini, please
