even though its a male character, this guy is wearing a female norn helmet, although this picture doesn't look like it was edited, unless thats one very very buffed woman.......

That helm was the 'beta' version for both males and females of that armor.
Then they used a variation of the elite sunspear for the male armor and kept that helm for females.
