Ok A Nice Simple Question.

Where can i get a 40/40 Air Set Cheaply

I heard there is somewhere where you can get a 40/40 Air Set for only 4k

you can always settle from blue weapons from traders... end game weapons are usually 20/20 so you can buy two end game items... like amulet of the mists or book of secrets then do the last mission twice to get it

Couldn't find a 20/20 Wand Collector and don't know if there even is one.

I think the Eye of the North end game greens offer a 40/40 option (I know I got my necro greens using the same modifiers from there. First end game greens I really liked).

I think you may be able to get a 20/20 offhand from a collector: http://guildwars.wikia.com/wiki/Collector_rewards

But for the wand I think you have to go to a weaponcrafter: http://guildwars.wikia.com/wiki/Weapon_Crafter

May take a bit of time but if you go through those links you should be able to find what you are looking for.

Alternatively, you could just find a max inscribable wand/offhand with an air req. and get the correct upgrades to do what you want: http://guildwars.wikia.com/wiki/Weapon_upgrade

Well, depending on what game(s) you have, collectors are always the way to go for shields/caster items for a player on a budget

Droks has this guy:

No collector wands have those stats, although Factions has crafter wands with those stats for 5k + materials.
