Insignias - Mainly Warriors

I'm playing a W/E Shock Axe Spiker atm, and I asked my friend about which insignias to attach onto my armor. He said +hp all the way, because that 40 hp will make a difference comapred to the +20 or +10 armor other insignias provide. He claims that most spike will go through armor and will not be physical or elemental, therefore declaring that that 40 hp is useful and the +10, +20 armor not that great.
Most spikes, according to him, hit around and sometimes above 600 dmg, so +hp is very important.
Just wanted to see whether or not you guys agree this 40 hp is worth it or more armor is worth it.

I don't run anything in shock, I use it as a snare and as an interrupter.

Okay back to topic, basically for PvP I should go full HP to counter spikes, and Armor is not needed.

Second off, it's not +40 health if you run Survivor insignias, it's +35. Why? Because as a Shock Axe, you are a fool to not take Stonefist on one of your insignias. +20 armor on your boots or +5 health are nothing compared to 3 second KDs.
600+ health is pretty important if you're a soft target, but you're not, so 600 damage spikes aren't going to be doing 600 to you anyway. Eh, most spikes. Don't flame me for saying that.
I personally run Radiant insignias on a Shock Axe, simply to cope with the exhaustion. I personally feel like slightly less oppressive exhaustion is worth more than armor or health when you're a low priority target.
