I think the way the /report function currently works is severely flawed. Once again a friend of mine got scammed today (no he didn't get scammed again, again someone got scammed). The scammer changed towns and thus couldn't be reported: player X could not be found. The player must be in the same district as you.
Now this is total nonsense. This function limits the reporting of bots, scammers, and whatnot. The person logs out - too bad. The person changes districts - too bad. I suggest changing the /report function so it is possible to report players no matter where they are, or if they are online. This will make it a lot easier to ban bots, scammers, exploiters and the like. It would also be a good idea to expand the current available options with 'Gold selling', but I think that has already been discussed elsewhere.
The whole ticket idea that playNC uses is quite a cumbersome system for reporting minor things like leeching and the like, but that's a different story. The report function is very useful for that but its design flaws make it hard to report if the leecher leaves before you can report.

Its silly really. Whisper bots for example are now programed to district hop to avoid being reported. The system as it is is fairly flawed.

If the chance to report someone that changes districts can't be permanent, it would be nice if it would at least have a little leeway time where you could report someone who has changed districts. Hopefully, by reporting that they have changed districts, they'll also be sighted for trying to avoid being caught.
Five minutes should be enough, and it can't really be abused too much in that situation.
