Preferably use a Perfect Salvage kit to prevent breaking the armour, but yes, use a salvage kit. Same with Insignias.

The easiest way to remove a rune from armor, in addition to using a perfect salvage kit (assuming you have access to one, which I bet you don't), is replacing it with another rune.
This will destroy the old rune, so if you want the old rune it doesn't help so much. But if you just want to respec your armor this is the way to go.

Note on using Perfect Salvaging Kits: They can only be acquired in GW:EotN, and from some sellers in the bussiest places (Kamadan, LA or KC). These guys sell it for 1.5k usually, so bear in mind each salvage will cost 300 gold and the rune is probably not worth that most of the time. Just a tip.

I think you are still beginning in post-searing. So to get runes off dropped armor, you need to use an expert salvage kit. Using a regular salvage kit will only get you materials and will destroy the rune. And if you do salvage with an expert kit, there is a good liklihood that the armor/weapon will be destroyed afterwards.
But before you salvage the rune, and if you are planning on selling the rune, check the prices of that rune with the rune trader, as most runes will only go for 25g. So it may be worth more to just sell the armor with rune since, first, the armor may be destroyed after, and second you are using one usage from the salvage kit. If you are salvaging to use the rune for yourself, salvage away.
In regards to a Perfect Salvage kit, it can only be obtained in GW:Eye of the North or from another player, and it gurantees that you will get the salvage and will not destroy the item. If you are early in Prophecies, no item obtained early in the game is worth using a Perfect kit. Use a perfect kit if you have a high end item wiht a good mod and you dont want to destroy the item, or if you have 2 good mods and want to gurantee that you can get both mods off the weapon.

Also, if you want to, you can just put a rune OVER an existing rune on an armor and it just replaces it. You lose the replaced rune, but if you are trying to be cheap and don't want to risk destroying the armor (especially if the rune is cheaper then the armor) it is a better option then salvaging.
The same applies for weapon upgrades. Putting a axe grip on an axe that already has an axe grip will replace the previous mods.

A perfect salvage kit is worth about 1-1.5k (i tink)
So you can decide whether you want to overide the rune or use a p salvage kit.
eg. if the rune cost <200g or so, just overide it.

This is slightly off topic but in case you didnt know hero armor cannot break, meaning that you will always get the rune cleanly off
