as far as i'm aware, there's no good way to sell an account, since 90% or ore of the account salesmen you see are scammers.
quite simply, there's no way to guarantee delivery - you have the game key, you can screw the other guy. so, there's zero security for the buyer.
about the safest way i can think of is something like Ebay, and you mail the buyer all the box stuff - the CD key and all the other crud from it.

ArenaNet/NCSoft does not allow the transfer of ownership of a registered account which is why a sale is never safe for the buyer. Whoever has the proofs of purchase (key slip, game box, receipt etc.) is the legal owner. Attempts to change the account name email through Support have often ended in both parties being banned from GW and all their accounts blocked.

are you looking to sell it ingame for currency? if so don't try it... scammers delight and illegal too.
You can sell it on EBay with a disclaimer that all rights, ownership, blah blah blah are the property of Anet/NCSoft etc... and that the buyer is merely bidding on your time spent leveling etc... I know that this has worked in the past, but i believe EBay is less lenient than they used to be on such things.
You can sell it to various online sites that will turn around and resell it, but the profit margin for you isn't very good and you have to be really careful about it because many of those sites are less then reliable, and oh yeah - that EULA thing.
I'm not necessarily recommending any of the above things, but maybe they help to shed some light on it for you.
