Stats are:

AC16 (req 8 tactics)
-2 dmg reduction w/ enchnated
-2 dmg reduction w/ stance

Also, I've found a few of these double damage reduction shields over the last couple of weeks. Which is more valuable, the low req in tactics or the low req in strength?
