About a week ago, my friend was telling me how he got runescape scammed. Now he took screenshots,and ANet didn't even do anything.
Do they not care? Is it his fault? Should the people be smarter?

If people ran by the motto "Never Trust Anyone" scammings would probably decrease a LOT.
It applies to real life just as much as in-game of course.
If he got scammed then yes, it is his fault, and yes, he should be smarter.

The paradox here is to apply the rule you suggest to the OP: why shall we believe him? (runescape-scammed? what is that?) I hope you understand I'm not attacking you, you're free to do whatever you think is right, but my experience in security shows that paranoia is a very bad strategy (hackers love paranoids, who tend to buy security software a lot more).
You need a balanced approach, do not treat a scam for 500g and one for 10k the same way, if necessary ask questions to the seller/buyer and on forums, but do not end up in an X-Files world of "Trust No One". You can build sensible models of trust online, it's not easy, but it's very rewarding.

By the way, when I first read the title of this thread, I thought there exists an incident such that someone who was scammed is now ignored by Anet. Nonetheless, after reading the contents of this thread, it is really an incident about someone who tried to do a trade between two games, and this kind of trade is not allowed. Even so, Anet is being generous for not banning the person who was involved in this trade. Yet, this generousity has now been concluded as a type of ignorance. It seems to me that you are trying to bash Anet, but you don't really have a good argument going in here. Although Anet is not a perfect company, throughout the years, they do make updates on new weapons and PvP balances. May I ask what have they done to you to deserve a flame such as this one?

Still, yeah. Anyone offering to give you an account, buy or sell a key to an account, or anything like that is a scammer. In general, if it's too good to be true, it probably is. And if the transaction isn't confirmable on both ends, it's probably a scam.
That being said, there are trustworthy people in GW. Me for example Or guildies you've known for a bit.

A.Net (or is it NCSoft?) should be taking appropriate actions - not the players.
So the dude didn't deserve to get scammed. Because this would make the actions of the scammer acceptable.

I would hope they would just ignore, or perhaps laugh at, something like this, frankly.
Trade window: use for trades. If it can't go in the trade window, it's probably not meant to be traded, so don't trade it. If you try to trade it anyway, don't waste ANET's time whining that something you tried to do outside of the game mechanics didn't work according to the game mechanics.

As an IT employee, I used to worry that younger generations were going to grow up so used to computers that everything would be done for them and they'd move on to learning much more complicated things that I would be too old and grouchy to keep up with.
Frankly, as time passes and I see the sorts of people the younger generations are producing, the less worried I am that any job more complicated than grocery bagging is going to be very competitive.... I think the Internet is helping to cause that, too.
Give it a few more years and I expect people to be impressed when I hit the "Power" button to turn on their computer because it turned off instead of going into sleep mode....
If I got "hacked" I'd blame the software maker that the exploit was in. If you're talking about my password, I'm not really concerned because it's not a real word and it's highly improbable a password cracker will ever figure it out.
Furthermore, other people failing to read the instructions on how to trade is not my problem. RTFM, as it were. Also, use some common sense. And if you don't have any common sense.... well... develop a healthy dose of paranoia instead by suffering exploitation of this sort a few times.

If it is a new scam, posting here on riverside will help to let people aware of it and people will take precautions against future similar attempts. You will actually get some sympathy.
But if it is an old, overused and stupid scam, which have been reported over and over again, posting here will get few things:
1) LOL
2) Flames

Also, I don't get the point about the "third party app". I don't run any third party apps. And if you mean a non-GW-related pieces of software, I'd just blame whoever made the exploited software. I mean, if someone breaks in to my machine and installs a keylogger using some video codec I have installed, I'm not going to blame ANET for the breach, I'm going to blame whoever made the codec.

Depends on the severity of the scam. If say, I held a community event, and at the last second, I posted in the thread that it was all a big scam, and I stole all the generous donations of the community for my own personal gain, I am fairly certain that ANET would perma-ban me.
But if I say, put ice hearts in a destroyer core trade, they probably wouldn't waste too much time trying to get me.
Note, I wouldn't do any of the above. Actually, I don't scam people, period. Shame on those that do!

Tell your friend to keep pressuring support about it. Tell him to emphasise how he was scammed when spending Guild Wars money on a Runescape account. Make sure he provides all his account information and the time it occured.
THEN you'll see them take the action he deserves: a ban for both sides.

And what's really sad is there's no place to report the names of these people online so it doesn't happen to others. I'm amazed forums or a special website isn't up like we had for Everquest called "Bad Players of Everquest" and if someone got out of hand you just put their name on that list. Of course people complained that innocent players names were being put up there, but, I always figure where there's smoke there is also fire. If you didn't piss off an entire guild and your name did get posted it usually was ignored if it didn't have a lot of clicks on it. And after so many months if it got no clicks it was removed. So, if you were a bad boy and then behaved you really had nothing to worry about, but, if you were persistant then this board was a great way to blackball players.
