PvE characters are the ones who go through the story line.
PvP characters are only available for PvP but you can get all the equipment for free (you create it yourself, but you cannot transfer it to any other character or sell it). Thats why those are used.

If you mean pvp character the answer is no. You can only play the normal storyline with a pve character. Basicly pve characters can pve and pvp while pvp characters is for pvp only.
However some people create pve characters, play the game and then buy different armor sets and stuff for them, also called "pimping"
This is much more expensive but look better (if you care about that).
If you want to start pvp'ing I suggest you start with trying out professions by making pvp characters, this is free (as long as you have the items/skill unlocked on your account) and takes close to no time
When you have landed on a profession you want to focus on for the pvp part you can create a pve character and get yourself some cool armors and stuff to it.

Yeah, basically what A Urrang said. PvP character don't go through a storyline, instead, you have a multiple array of options to choose from: Random Arenas (RA), Team Arenas (TA), Heroes' Ascent (HA), Guild vs. Guild (GvG), Alliance Battles (AB), and Hero Battles (HB).
You start from RA and progressively work your way up. RA is a good place to start if you're interested into PvP since it's a good place to learn the game mechanics and possibly bump into an experienced teammate. But, don't stay in RA too long or else you may pick up horrible habits.
Eventually, if you realise PvP is your thing, then you may want to join a GvG guild and play high-tier PvP.

Also keep in mind if you want to mainly do pvp and you want to "pimp" out your character. You will have to run your character as pve, and just play him in pvp also. If you do this you will have to spend some time in pve, as you can just jump your pve character into pvp since he starts at lvl 1 and with non-max armor and non-max weapons. Also a pve character can only use skills in pvp that you have unlocked on that character.
Thats the benefit of making a pvp-only character, you start with max stuff and can use any skill that you have unlocked on the account, not only that character.
