PvP District Accessibility Based on Rank

Not sure if this has been advocated before but a big issue in HA/TA based environments and PvP as a whole is the accessibility problems that plague PvP based on Rank discrimination and experience. There is no "entry-level" PvP, and don't tell me about RA, because with korean synching and the foul play that runs amok in random arenas, you can even count that as an option.
A simple situation that would probably yield decent results would to allow PvP players to access higher districts based on rank.
For example: in HA there would be an unranked-R2 beginner district, a R4-6 intermediate district, and a R7-9 advanced district. Players not meeting the requirements for a district could be locked out of higher tiers, which would prevent new players from jumping into HA and suddenly fighting organized R9 teams and just ending up as free fame.
To prevent higher level players from farming the lower end players, you could reduce the faction/title rewards for R5-R9 players when they play games in a lower ranking district. This way higher ranking players still have the option of playing at lower tiers, but would not be able to abuse those districts for easy fame.
The same sort of system can be implemented in TA using the Gladiator Title (although since the gladiator rank takes longer to get prospective tiers can be R1, R2, and R3+).
Perhaps if the player base was big enough in PvP atm, this sort of thing would work, but seeing how alot of players are losing interest... perhaps its too late already.

This seems to be more of a suggestion than a discussion-should be in Sardelac.
It does seem like a good idea, and this is what GW2 PvP is looking to be like.
However it is a bit to late for GW1. This rank discrimanation is a basic response to the human desire to win-if you're a high rank then you must be good, and if you're good then there's a good chance of getting a highend item from Halls.

At this point, all you'd wind up with is a bunch of populated high-level districts and a bunch of echo chambers in the lower areas. Almost nobody who isn't already PvP'ing at least close to the top tiers wastes their time even trying anymore. When I PvP'ed with a guild a while back, our leaders tried to get a bunch of people involved and moved up through GvG and HA and it just didn't work. They got frustrated, irritated by the crappy attitudes and taunting, and eventually refused to join us in anything but AB. The leadership all kept the Guild ranking up for awhile, but even that flagged and eventually the guild just stopped doing everything except PvE and AB

Some low ranks get help from high ranked guild members so this idea would make that impossible.

HA is down to 2 districts. There is no need for Arena Net to waste system resources on more servers.

It seems liek there some detaisl to iron out, but I like it....pity it seems much to late now ='[
and as anyone with a brain knowns, rank != skill
That would mean good players who dont play often might get stuck with bad players who play to much - and vice versa

This idea has been posted here countless times. It would never work. Besides you learn nothing from gaining fame in a "Rank 0-2" arena hamstring/firestorming other really bad "Rank 0-2" people.
So then your "rank 0-2" team gets to HoH gets crushed by the "Rank 9+" team and 100 threads start begging for seperate HoH's.
Then the Rank 9+ people quit becuase they earned/farmed their fame the hard way and that argument insues on these boards.
So then the 9+ people get second accounts and dominate the rank 0-2 and up arenas and people start threads complaing about 2nd accounts in HA and that they should have a seperate HA aswell.
It's way to late for something like this anyway.
RA is easy enough to fix, you just set it so once you have a certain Glad rank you no longer earn glad points in RA.
But since Izzy and Co. farmed their glad 3's for the HoM in RA and changed the entire Glad point system so they could get them easier I don't see that happening either.
So just wait for GW2 and hope they think of these things ahead of time. And for now if you want that PvP title go farm/grind it out just like you have to do in PvE land, Rank does not = Skill, it = time spent in game. (in most cases)

You also have to keep in mind all the Sways. The newer players who WANT to learn to play would struggle in beating them. And this struggle will lead to frustration which leads to people playing.
Then when the Sways eventually reach a higher rank, or level of play if you want, the people who are high ranked, and play decent builds will get bored of the repetitivity and eventually quit.
This is only what I think, anyway.
Either way, it's far too late for that.

Bad idea it only adds to elitism lol... and the lower rank teams will never win cause their team is full of unranked people... with the current system now an unranked can team up with anyone and can get better from there.

Maybe they should not be allowed to form teams with friends/guildies that are rank 9+ since they can't enter the same district. Some people actually help lower ranked players, but invinting them to their team. So a rank 9 player would have a harder time helping those unranked players learn how the game works.
