Anet doesn't make it easy for scammers. The ones being scammed do.
Use common sense. If it sounds too good to be true, it is. Triple-check before clicking "accept". Don't drop your crap on the ground outside, ever.

ArenaNet doesn't care about scammers and they seem preoccupied with real money traders to the point where it has been hurting their reputation and innocent users. For an example, a guild mate was recently banned and her account was marked for buying a couple stacks of iron with in game gold from a known real money trader in olafstead, though this guild mate did not know this user was a real money trader
I myself was recently scammed about a month ago and after reporting and going through a long fight with ArenaNet I can confirm to you that they do nothing about it. I and many others have now been having a long fight with this scammer as he continues to try and abuse other users. I haven’t discussed this much here at guru since it would be closed as I suspect this thread will be shortly.
They also don't seem to care if you buy accounts with in game gold since this scammer and others I know have done just that.
There are a few other reasons why you are seeing more scammers now:
One being the fact the game is turning into a grind game (in an effort to try and keep people playing so that it delays the inevitable ghost town guild wars is becoming).
Another is the fact people want more money for titles, pets, armor etcetera.
Finally the most glaring reason would be the awful trading system Guild Wars has, to the point where I believe it to be the worst trading system of any currently active major MMO game.
If you were scammed I suggest that you only trade with users that you trust and even then always take pictures. Otherwise use auction sites such as the quality auction site guru has here.

Best part is when I tell them someone is a scammer and buying it over 5k is too high, they still buy it for 15k, and try to sell it for other people for 20k.

3 years playing...never been successfully scammed. I've seen through every last one attempted on me.
How about...use common sense? Don't be gullible? Research prices? Its not anet's fault. Its the stupid people who want duplicate items and sit there dropping their crap on the ground.

While all these "don't get scammed" messages are all fine and dandy, it IS a poor report system that doesn't give good choices for the reason and doesn't allow the name THAT YOU TYPED IN! to be accepted for some stupid "not in district" reason.

Scamming is in no way easy in this game. let me give you a run down of the trade system.
trader puts something in, he submits offer, you see it, you think that its not fair you click decline...OR you see that it is a fair you put in your money/item you click submit offer, you both accept and walk away happy...IF he changes something you get a very nice big red box in his window SAYING he changed something. at which point you see if you or he made a mistake to see if hes trying to mess with you...This system is perfect and nothing is worng with it as long as you check both screens to see if there right.

can you imagine the flood of false scam reports they would get?
every angry trader that paid 20k too high would report because he cant tell the difference between a scam and a hiked price tag.
and all the tired gamers that would get reported because they didnt put the exact amount in the window teh first time by accident...
they made it hard to report because they dont have the manpower to sort thru millions of claims
