Only if you play Warrior as a Tank. There are plenty of times when Frenzy is suitable in PvE, you just need to pay attention and make good judgments.

I'm pretty sure Flail is better for PvE anyway.

Flail is much better in PvE because monsters barely kite or kite to the end of the earth and pose no threat. Enraging charge is more than enough for a cancel stance in PvE.
