It sounds like a pun, but if you want scales, farm skales

They drop them directly, and their fins salvage into scales as well.

Skales in Istan/Kourna, prefferably HM so you can also get other useful things from them

If you'd like to knock out a few birds with one stone - head to the signed gargoyle skull farming spot around nolani. Mobs will drop scales there (not as many as other places), but you can also collect skulls at the same time for xmas.

Also hydras in crystal desert,their collectables salvage into scales. I farm them with 55 SoJ, get tons of scales, plus HM gives few extra golds
