Please Help! TexMod And GIMP Problems!

Hi, Im new to the whole modding thing and was wondering if anybody can help me. Basically, i have XP, DirectX9, i downloaded the 2.4.5 version of GIMP for windows, downloaded Texmod, Attempted to download the .dds plugin for GIMP god knows how many times. It just doesnt work. So anyway ive had to settle with using BMP. I chose my output, edited the image in GIMP saved it, went to open it in the Definition file and nothing is there, please help me

Try paint.net as well, it's also free, and closer to Photoshop...
I am using .bmp, as it doesn't fsck up when I cap textures like the rest seem to, and it has an alpha channel as well.
