Trouble getting to Luxon Zos Shivros Channel

Hi there, I seem to have hit a spot of trouble. Jamei in Maatu Keep isn't highlighted and doesn't seem to want to give me the quest to get to Zos Shivros Channel? I've just completed Tahnnakai Temple and went to Maatu Keep.

I have another character who is at Unwaking Waters Kurzick side, do all my characters have to be Kurzick now and does this mean I can't even go to Luxon areas?

Some help would be appreciated, I want to get a Kurzick face scar for my necro.

If you just finished Tahnnakai then you have to do the Arborstone mission, and then Boreas Seabed. Beating Boreas Seabed will get you to Zos Shivros Channel. If you are planning on getting to Cavalon then you will also have to beat the Sunjiang District mission, after that Jamei will have the Journey to Cavalon/House zu Heltzer quests.
