Yes we do, all of the boardwalk opens up.

Not sure about that

In the past it was only the canthan new year races that gave minibeetles

the other times they had the race winners did not get one.

no, there will not be prizes. They only give the prizes out during the canthan new years, which has only taken place twice. I can confirm this for sure, because I was in the top 100 for the past 3 or 4 events, and only got the prize at the canthan new year.
