Quick question,
If i buy a festival hat maker in my guild hall, will any of my pvp characters be able to use them? I doubt it very much, but would like to get a straight answer.

I'd say yes, as long as you have the hat unlocked on your account and as long as you have the gold for it.

EDIT: Just tested it, a PvP character can indeed create Hats which were handed in earlier by any of your PvE's.

-Creating- a festival hat from the Festival Hat maker does cost 10g though. :P
