Okay, first debuffer. I haven't been good at making builds before, but this seems good to me. I guess it could be PvP/GvG and PvE for groups only.

Elementalist/Necromancer

Stats:

Water: 10/9
Curses: 10/9
Energy Storage: 10/11

Skills:

Blurred Vision (50% chance to miss)
Deep Freeze (dmg as well as 66% slow for 10 secs)
(E)Mist Form (pretty much, you're invincible for 8-18 secs, cool defense move)
Water Attunement (gain 30% of energy cost)
Aura of Restoration (you are healed for casting)
Enfeebling Blood (multiple foes suffer weakness)
Mark of Pain (transfers shadow dmg to other enemies)
Suffering (health degen)

If you don't like Mist Form, you could also try Ward Against Harm which creates a Ward Against Harm. For 8-18 seconds, nearby allies have 12-50 armor against fire damage and 12-22 armor against other damage

Um, thats all I thought up of for now. What do you all think?

One thing: Mist form is totally useless against any damaging caster, as they don't exactly rely on attacks. doesn't work against trappers either.
Deep freeze is quite expensive. I suggest you bring Ice Spikes, but I like bringing both.

Mist form might be helpful in Competition Arenas, though. Mainly W/X(Mo) and R/X there. As long you don't meet too many trappers.
