Closest guy is right outside of Battledepths leaving from olafstead in eotn. The other crafter is in the middle of the southern shiverpeaks.

Fastest crafter other than the EotN one is the Mats guy in the top right of Tangle Root. If you know where to go, you can run there and fight nothing.
Quick directions: head to Old Man Joness (Ullen River, where you got to Riverside Province from), then go due north along the edge.

For Deldrimor Steel Ingots I go to Crafter Magnor in Talus Chute outside of Droknar's Forge. You have to fight 1-2 groups of avicara on the way to him but that shouldn't be much of a problem. He also offers crafting Charcoal, which makes it even easier. Remember, that crafting the mats is often cheaper than buying them, so always check prices.
