Description: Head over to Ashford Abbey and speak with Brother Mhelno who then directs you to Necromancer Munne at the entrance to the Catacombs.
Munne will direct you to talk with the necromancer Oberan the Reviled deeper in the catacomb.
Oberan will give you a sharp Charr Tooth, give the tooth to Prince Rurik.

Oberon can be a little hard to find. You don't have a map in the catecombs and following your quest arrow is tricky because of all the twists and turns.

Home Again

Prince Rurik will always be inside Ascalon City at the top of the stairs to the left when you walk through the portal. What you saw was the beginning of another quest "A Gift for Althea"

I went to Prince Rurik but he told me to a different quest which was Charr at the Gate. I finished it, and went back to him to get the quest Charr in the Catacombs, but he didn't give me. How can I do this quest?

After acquiring the quest, talk to Devona and follow her across the bridge toward the southeast. Some Grawl appear, tailed by a single Charr Ranger, Vatlaaw Doomtooth (who quickly runs the other way, making it impossible to attack it). There are some Skale in the area, and she will sometimes aggro them as well as the Grawl. Nonetheless, Devona is usually capable of defeating all of them, with or without your help, so if you want to take the coward's way, stay back and try not to get hurt.

Even if Devona dies, if you defeat the remaining Grawl and exit and reenter Lakeside County, Devona will be alive again and ready to give you your reward.
