Anet's inept management of GW PvP game balance is matched only in scale by its success with the PvE side of the game.
After their complete unexplained shift in attitude towards PvP and PvE balance a reasonable person would have hoped that they would revert the skill balances that have a strong effect on PvE and keep the changes that were necessary for PvP. That would sound like a good compromise.
However the reality of Anets latest changes to the game is just another example of their heavy handed and rather confusing approach to game balance. Someone thought that buffing Dark Pact was a good idea, one week later, it was reverted, obviously not such a good idea after all. Just one of countless and to put it bluntly, clueless skill changes (like the wonderful addition of exhaustion to channeling rits). Is that particular insight into game balance an indication of their overall understanding of their own game after three years? Its pretty sad that people could come up with that Anet keyboard with all those hilarious buttons, but the unfortunate thing about satire is that it is quite often an accurate description of reality. That keyboard picture could probably be a true long lasting monument to GW PvP, one that can be thrust among Anets own self-confessed monuments (being the world championship series). One monument giving a deeper insight into GW PvP, the latter giving a superficial one.
If I was to write up the entire history of GW game balance in a neat paper and hand it to a university professor along with explanations for various changes, I would probably expect comments like ''this candidate shows a complete lack of understanding of the issues, although some merit can be awarded for his multiple attempts at seeking solutions. Unfortunately those solutions suggested rarely coincide with those already being considered in the field which is disappointing, and only reinforces the impression that the candidate lacked a grasp of the issues at hand given that they dont even have their own merit.'' Or ''This candidates begins with a promising range of ideas, however, as the study continues it becomes clear that the candidate has failed to fully grasp the actual reality of those ideas. The study ends with a range of complex and confusing solutions and implementations that fail to accomplish the promising objectives set out from the start.''

Of course, another way to interpret changes like these is simply that Anet is trying to make statement about the status of their commitment to GW 1 PvP. Recent comments made by Izzy (game balancer) alluding to Anets decision to gradually stop diverting as many resources to PvP as development of GW 2 moves along. Eg automated tournaments, moving on to automated in-game prizes.
Cessation of PvP game balance following every monthly tournament is but a logical extension of that new focus... and perhaps following on from my post made commenting on the statement ''In order to reduce the possible negative impact on PvE play, we will be reverting the changes on May 1st. For future tournaments, we aim to focus on changes that will not impact PvE play at all.'
The way they will achieve this is to just stop doing any skill balances at all.

In my opinion, the day I stop playing Guild Wars is the day:
[skill]Life Transfer[/skill], [skill]Cleave[/skill], and [skill]Prepared Shot[/skill] get nerfed within three months of each other.
That's when I know the random factor of skill changes is like drawing out of a hat.
