You can only (techincally*) have one Elite Skill on a bar. The Elite Armours are just more expensive and prettier.

*If you cap an Elite Skill while having another Elite Skill on your bar, you have two, but only until you zone, then the first skill gets removed.

No, 1 Elite Spell per bar, always.

Only "exceptions" are:
-Mimic skills: Skills that copy another "elite skill" (Arcane Echo, Echo, Arcane Mimicry, Inspired Enchant, ...)
-Signet of Capture: Cap an Elite Skill whilst being in an instant

You can have 1 elite skill on your skill bar any any time, unless you capture a second while already using one, but as soon as you rezone you well loose one of the elite skills form your bar. You can have one regardless of what kind of armour you have, you just have to be far enough in the game to be able to get a capture signet, and find a boss of your professions that has an elite skill.

One of the nice things about GW is that you DONT need to be super rich to be as good as other players. All armor is equal (well... once you get max armor, which is pretty easy to do) for each proffession (wars have higher armor but less energy and e regen, monks have less armor but more e and more e regen). This is one of my favorite things about GW, because it is based on skill, especially PvP.
