Suggestion to *hopefully* decrease the amount of thread necromancy.

I myself have seen alot of thread necromancy going on lately, and I though it would be a good idea to submit a suggestion against it.

I'm not really good at thinking these things up, but what about if when you create a Guild Wars Guru account, it redirects you to the Forum Rules page which you have to agree to.

I'm not sure if one is already there, but if I'm right, getting people to be redirected to that page upon account creation might also get people more aware of the rules, how not to get banned ect.
