If you meet the attribute requirement for whatever weapon you are using, the weapon will do base damage.
A max damage sword at req 11 with and 11 in Swordsmanship, will do a base damage of 15-22.
A max damage sword at req 13 with and 13 in Swordsmanship, will do a base damage of 15-22.
A max damage sword at req 13 with and 11 in Swordsmanship, will do a base damage of 3-4.
This damage is further modified by your level of swordsmanship. increasing your damage as you raise the attribute, and the higher attribute will also result in slightly more frequent critical (maximum) damage hits. However the difference between the weapon requirement and your attribute do not matter, so long as you meet the req of the weapon.
A warrior with a Swordsmanship of 11 using a max damage req 9 sword will do no more or less damage if the sword was req 11. He will do more damage than a warrior using the same sword with a Swordsmanship of only 9 though.
This damage is further modified by:
Your strength (more strength=more damage from armor piercing)
Your opponents armor level, runes and insignias if applicable (more armor=less damage)
Your opponents resistances to specific damage types (Rangers resist elemental attacks for instance)
Your opponents buffs. (protection spells, etc)
