Edit: It IS unconditional (You don't have to be above 50 or below 50% health, have to be enchanted, in a stance or hex foes to get the additional bonus output...), but has a downside...
Edit2: Unconditional means there is no condition or that the condition is always met. Since the health degeneration is always there when you equip it, the condition is also always met, thus making it unconditional. But appearently the term unconditional in GW exclusively refers to a weapon that always meets the conditions without having a downside. Laaaw schoool... (So it depends what usage of the term unconditional you use, my bad)

A condition is anything that affects the weapon negatively or is required by the weapon for the inherent mod to work. Conditional means 15% with an added negative or required aspect. Unconditional means 15% without anything affecting the weapon requirement or player.
This is getting a little silly, we all know what unconditionals are left, and where they are. STOP THROWING THE WORD AROUND IF YOU DONT KNOW WHAT IT MEANS.
