That Pentium D is your main problem. The pentium D's and pentium 4's had a horrible archetecture (netburst), compared to the new Core2's... The problem is the CPU becomes a bottle neck as it can't pump enough data to the gfx card. I HAD a 7900GS and it never dipped below 30fps on my athlon X2 5000+, no AA and the same resolution.
Also make sure you aren't running anything in the background that would take up CPU cycles.

IMO SLI is overkill for Guildwars... but like you said, you'd be better off getting a single 9000 series card. SLI also causes some overhead too, so if you don't have enough GPU memory bandwidth, CPU speed, and FSB bandwidth you won't get anywhere near double the performance.
