Pc on a req 8 earth wand

Its gold req 8 Damage is max of 19 and it has halves time of spells 10% could any1 tell me if this is worth anything?

3 off max damage = merch. Sucks for an 8, too, I had a req 7 axe that was 3 off and I wanted to cry.
