Does shield req affect the armor you get from the shield? For example, do q13 and q9 shields both give 8 armor if you don't meet the req? Or do req9 shields provide more armor?
Also, are the +10AL mods affected by your inability to meet the req?

That is correct. Any shield that you don't meet the req for gives 8 AL. And the +10 AL vs. XX isn't affected by the req of the shield. If you don't meet the req of a 16 al shield with a +10 AL vs Slashing damage, the shield will give you 18 armor again slashing damage and 8 armor against everything else.
