If it's uninsc, then you can't add any mods to it. Adding mods to something solely to sell it is never profitable, since the mods will not add more value to the item than their worth separately, and, usually, they won't even add that much IF they add any value and IF you find a buyer.
I'd say merch the shield since it's single modded. You might get a few k from someone new, but you can get max inscribable versions for cheap if you're just after the skin, so it would be a hard sell and not worth it imo.
