OK, so heres my idea, sorry if its already been posted (I did check).
New weapon skins for each world.
I was thinking how cool it was that Anet introduced the new weapons skins for Hells P. Doing this has definately put that mission back on everyones 'to do list'. But how much cooler would it have been to create new skins for the whole world of Tyria.
This would give Tyria and the whole Prophecies campaign a much needed breath of life. People would have good reason to head to Pikens Square for example, because they would be trying to farm those new char skins.
So, I propose that every creature type in the world gets 1 new skin for each weapon type, like sword, axe, shield, staff, wand, focus. Also, all the green skins could be changed to the new skin. Imagine the new interest in Totem axes if the skin changed.
These changes could happen periodically like Tyria first then 6 months later Cantha, then 6 months later again it would be Elonas turn.
Personally I think doing this would favourably effect the economy of the GW game for the better. With extra money around and something new to buy this would imho revitalise and re-energise the sad state Tyria and the other worlds are in atm.

A new weapon skin for EVERY monster type? Thats a LOT of weapon skins. A few new weapon skins would be nice though. Maybe a weapon set for each elite mission. Stone Summit weapons for Sorrow's Furnace, Demonic weapons for Tombs, Warden weapons for Urgoz, Nightmare weapons for The Deep, Chaos/Eternal weapons *and actual full weapon set* for UW, and Obsidian weapons*Obsidian Blade would be moved to here* for FoW. Slavers' and DoA has elite weapon skins, so why not the rest of the elite missions?
I don't suggest adding them in as drops, just simply by a crafter/collector.
NO! What needs to happen is for a good amount of existing greens in Cantha, and Elona need to be removed. Especially all of the "starter greens" from the noob islands. Preferably, the greens should only be common from bosses in the last/second to last areas *Raisu Palace/Areas after Eternal Groove/Hatchery and RoT for NF*
Some addition for "Titan Greens" in HP along with "Mursaat Greens" would be nice in the ring of fire island missions and titan quests for Prophecies. For the Mursaat Greens, the "Mursaat Greens" could just use the BMP skins.
In short, what I think would be best in considering Weapons only is:
1) Remove all Greens from Shing Jea Island and Istani.
2) Remove 95% of Greens from Kaineng City, Jade Sea, Enchloved Forest, Kourna, Vabbi, and The Desolation *not all, just as there are a few greens in the Maguuma, there could be in the other places, just not every boss to have a green*
3) Add "Titan Greens" which uses a new skin, based on the Titan it drops from, for Hell's Precipice and the Titan Quests.
4) Add "Mursaat Greens" which uses the BMP Mursaat Weapon Skins on the Ring of Fire and Abaddon's Mouth missions.
5) Add "Stone Summit Weapons" through a crafter/collector in Sorrow's Furnace.
6) Add "Demonic Weapons" through a crafter/collector in Tombs of the Primeval Kings.
7) Add "Warden Weapons" through a crafter/collector in Urgoz.
8) Add "Nightmare Weapons" through a crafter/collector in The Deep.
9) Add "Chaos/Eternal Weapons" through a crafter in UW. Move the current Eternal and Chaos weapons to be made through there and reduce amount of those dropping or remove from dropping completely.
10) Add "Obsidian Weapons" through a crafter in FoW. Move the Obsidian Blade to this crafter and remove from drops.
Another Idea to help with "revitalizing" GW would be to add Assassin and Ritualist armor to Prophecies *one in Grotto, one in Granite Citadel* and an Elite Sunspear and Primeval for those professions to NF. Also, add Dervish and Paragon armor to Tyria and Cantha. And, an actual set for dwarven armor for all except warrior *as they technically have it already*. A new elite armor set in prophecies end-game would be nice as well.
In short, add the following armor:
1) Add Assassin, Ritualist, Dervish, and Paragon armor to Prophecies.
2) Add Paragon and Dervish armor to Cantha *Canthan, Kurzick, and Luxon*
3) Add Assassin and Ritualist Elite Sunspear and Primeval armor.
4) Add "Dwarven Armor" for all professions. Chance "Silver Eagle Armor" for the warrior into "Dwarven Armor".
5) Add "Deldrimor Armor," "Mursaat Armor," or "Titan Armor" to end-game Prophecies.
Edit: A lot of ideas, but if added in over time, it would keep people busy until GW2 comes out, and after as well.
I don't suggest adding them in as drops, just simply by a crafter/collector.

In short of your in short, every item at least semi expensive (and highly expensive) becomes cheap, we get new armour which im guessing will also be cheap
everything semi rare (or more) becomes easily accessible, and then to finish it off make some cool new greens that will be about 5k after a week

Also, every skin does not need to be an amazing work of art. There would be the range of skins from total ugly like the sickle axe in cantha to the beautiful like the ele sword.
The are ways to make the job easier like reusing existing skins. E.g. Mursaat skins it would be shame to change these completely. So just tweeking the look of the weapons would be enough.
Lastly, who cares if its alot of skins, making this game work is Anets job and we have paid them enough already. 6 months should be enough time for a team to come up with new skins for each campaign.

Anet is a business and I am sure that they see GW as their flagship. As such I dont think that keeping a team working to keep their game going would be a waste of money.
Afterall, wouldnt it be great if GW just kept on improving for the next few years. Unfortunately, I think that this game has limited longevity after GW2 comes out and that would be a waste, both of our time and money and Anet's as well

Now you are exactly right, If you painted your car (cant say ive ever dyed one) you wouldnt get any extra miles from the engine, but you would certainly wan't to ride around in it. If we take this metaphor even further and say we 'pimped our ride' well we would feel like we have a brand new car. We would ride around in it Happy as anything, now would'nt we.

This game to me is about 4 things.
1) Showing how experienced you are at the game ---- Titles.
2) Showing how rich you are ------ having expensive skins / minipets.
3) Hanging and having fun with friends ---- Friend / Guild stuff
4) Strategy ------ knowing the builds / farming / Pvp
Now refreshing the weapon skins would revitalise points 2 & 4 (excluding Pvp). These are fundamental areas of this game. And the economy of this hangs on these two points. It is simple supply and demand, refresh the supply and you create immense demand. This in turn drives the economy, people wil not farm areas that have nothing to offer.
Now sellers in this game go to the world which is most popular. Started in LA, Droks/ Ascalon for Tyria, then Kaineng when Factions came out then Kamadan for NF. Refresh the skins in Tyria and sellers will then return to LA / Droks/ Ascalon. Now because there are sellers there they bring in the buyers who have money. These buyers do not just buy these weapons they buy a whole host of things. So you get peole offering services of various sorts. Runners, Vanquisers whatever. This has a carry on effect which helps the whole economy of the game.
Think of Cantha when it first came out, Kaineng always busy, people selling everything from Kanaxai's Edge for 100k+**e to Wings axe for 20k. Why because the demand was there. Fast forward 2 years and well, is there anyone in Kaineng selling anythng?
Now im not saying this is the one and only cureall but im sure it would greatly increase the longevity and ultimately the enjoyablitily of this game.

GW2 is coming out and Anet is working on that - they have already given us a ton of content for a pittance compared to many games that require a monthly fee. To insinuate that you didn't get your money's worth is malarky. I would not mind a few more skins, but what you are suggesting is toooo much. I can agree with the logic of what you suggest (well some of it), but the principle is off center. There is a new game in the works, I would rather have a BRAND new game than a bunch of new items in an Old game.

Weapon skins are 'easier' to add than armors. But there's no need for new 'styles', just to use the already existing styles as new weapons.
Pick the shor sword, make the hilt much longer and the blade much shorter. Ding, you get the Spear equivalent of the Rin/Short Shord.
Make both the blade and the hilt smaller and you get a dagger.
Take an already existing Strenth and Tactis shields and made them drop with motivation requirements.
