If i use arcane mimicry on someone with ursan blessing, then signet of illusions, then ursan blessing (with maxed illusion) will i be considered a r10 norn ursan?

Ursan isn't a Spell, SoI only works on spells, so no, it won't work.

It would also be R16 not 10, if you had 16 in illusion. I can get a lvl 24 Flame Djinn with SoI.

16 Illusion is just >r10, not r16

i have personally mimiced UB before. unless it got nerfed it should still work.

Mimicing UB works, SoI doesn't increase your rank with it.
