Rubberwalking makes me cry

So i upgraded my PC: i have now Pentium IV 3.4 GHz. 1 GB DDR2-RAM, GeForce 7600GS video card.
Internet Conncetion: 128 kb/s (Cablemodem)

In Game FPS: 38 on MAX quality, 4x antializing, 1440x900 resolution
Ping: 300-500

Problem: when im in an arena (i only play PVP), I Rubberwalk for 1-7 seconds then everything goes back to normal until in some secs i LAG again, And so on.... LAG is constant, intermiteni, frequent, mildly intense. (RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOs up my monks and interrupts)

Im Based in the CENTER of South America (Paraguay), could it be that??
I tryed defragmenting disc, runin registry cleanups, cleaning spyware.

Yeah mate it's not your computer, you need to look at your internet connection.

I'm getting a lot of rubberbanding at the moment, along with unusually high pings. Seem to be a few people suffering from it...
