This happens to me alot. A person will say racist things and such, and spam the hell out of local chat with innapropriate phrases. Then bail, before anyone can report them.
I think it would be a good idea to re-do the report system. Ex. The person won't have to be in the same district as you, you can report players globally, no matter whether they left or logged off.
And also adding a comment section in the report feature. So you could go into detail on why this person should be banned or how they offened you, etc. This would eliminate the time consuming method of going onto PlayNC or w/e it is, and reporting them through screenshots and e-mail.

It seems that people are missing the point. What the OP wants is the ability to still use report after some asshat has spammed remarks about race/religeion/sex etc. So if you are a gay jewish black kid, you can still enjoy the game, with out have some turd trash you. The solution to the problem is not "ignore" it its "solve" it.

I have a feeling the report system automatically answers who, what, where, why and how for Anet.
Example: Someone does something stupid and more than one person reports them. In my speculation, the person looking at the /report logs will automatically get a chat-log or list of occurrences at that time. It probably highlights or somehow makes the person being reported stand out.
They read through it and see if a ban is deserved.
Now if you could report someone from anywhere, Anet will be getting a crap load of logs. They would have to sift through all of them to find the culprits. You know there will be people spamming guild chat - "ommggg.. /report Guy-Who-I-Hate". Thus, giving Anet useless reports.

To report you can also hit print screen to take screen shots if you feel so badly offended

If someone's continually flooding the channel with offensive insults, it shouldn't take anyone very long to decide to report them and less than 5 seconds or so to actually report them. If it's random burst of spamming, I don't think that should be too big of an issue. Just ignore it and go on with your games.
Still, I think it might be useful if you can report someone who was in your district in, say, last 30 seconds or so. This will certainly help out against someone who decides to bombard you with insults after RA matches or so.

I think if it became global, then it could be abused. ie. picture this, the final match of a monthly tourny is coming up, but then a couple of people /report one of their players until he/she gets the dishonorable hex. I guess it would be less abusable if it wasn't for PVP related stuff like leeching, but there's still a good possiblity for it.

Most stick around quarrelling with someone so they are easy to report. I have never had a problem with report before.
As far as someone out of the area you are in, I would make a support ticket, worked for reporting gold spammers a few months back.

Wrong, if you can't go with out talking/typing like this while you are playing a game, you need some life lessons. And the justification that everyone talks like that in rl, is also wrong. The user agreement is there for a reason, to create a non-hostile gaming enviroment. I mean, you even used the censor bypass here, to try and make your point, does the filter here offend you as well? I do feel sad for you however, if this makes you upset.

Unnessary, you can screen shot the abusive language and send in a report ticket with time /date/district info and they will be banned just like in the old days before /report existed.

The main problem isn't the fact that the OP is offended. It's that these people are rude and inconsiderate, and if they go on the way they do, they should be punished. It doesn't matter if the chat can be filtered or not, they need to be punished for undesirable behavior. Just because it's online doesn't mean you can just go around talking shit about other races.
But yeah, I do think it's unnecessary since screenshots still work.

ALOT of people don't use the screenshot ---> report ticket, because most people are lazy (including me). If you could just do /report instead of screenshotting things, it would be alot better.

/report or filter as is is good enough if someones behavior bothers them that much they can contact Anet directly through other means with screenie evidence.
But imo anyone bothered that much by petty things as something typed in a chat is stooping to the same level as the offender. /ignore and be done with it even if someone zones you can still do that.
There is really no way to stop dolts from trying to stir up trouble if thats how they get off there will always be new ones or the same will find another way.
However frustrating there are the means in place for people to handle most of this themselves.
Anet really has better things they could be doing than be censors and net police.

- If they leave the distrcit.
- If they whisper you.
- If they have traded or been in the same party as you.
In cases like those, there should be a time leeway of 2..5 minutes, during which you can /report people that have interacted with you.

It would be nice if we could report any the second they do something wrong. It would be nice if they could never player guild wars again. But, that's not going to happen. For the system we or any other system we could have, people need to do their part if they are offended enough to want to report someone. Ignore, change districts, or try to report them.
And really what does reporting them really get? I've been supposedly reported a million times. I've never been banned. Even if I was, I would just go buy Guild Wars again. So report people if you want, or just move on.
