If i have the first title in the maxed title titletrack and have filled out my HoM will i be able to charm the Rainbow phoenix? or do i need to get the second rank in maxed title?

I'm not sure. If you have r2 KoaBD, your Hall will be boosted in appearance by one rank. So your hall would take on the look of People Know Me even if you only have r1 but have a completely filled Hall. It may be possible, but I'm not sure.
I myself would rather get the 10 titles than 5 elite armors, 20 minis, 5 hero armors, 11 Destroyer weapons, and 5 accomplishments. Way easier to get the 10 titles and 4 Tapestries.

The pet is tied solely to the KOBD title track and not to how much stuff you have placed in your HoM, so yes you do indeed require rank2(people know me) to get Rainbow Pheonix.
