Thanks for your time. I'm new here but I'd like to learn this game's pvp elements, so I've been digging through the resources, but haven't found answers to the following:
I've got a 20 assassin from way back when spikes were being played, but I never managed to get Aura of Displacement. The Guild Wars Wiki explained that the acquisition of AoD requires a Signet of Capture, but when I speak with the Factions-specific questgiver (Minister Jaisan) he refuses to grant me the Minister's Test quest - what am I doing wrong?
Also, I'm curious if leveling up every character class is necessary in order to get other class abilities for PvP. For example, if I have a 20 assassin, do I also need to level a warrior to 20 if I wanted a skill like Eviscerate? Is that the only way to accomplish the acquisition? What about for less elite skills?

Thanks a lot. I'll look into the skill trainer method, though I'm not sure that paying skill points is a good idea, though on the other hand, the skill points probably don't really matter in pvp, since you're building completely new toons.

Minister Jaisan, via his quest, only gives out one cap sig(or 2, one for the quest and one as a reward, I forget). After that, if you want more cap sigs, you must purchase them from a skills trainer for 1 skill point and gold.
Alternately, since you PvP, you can visit the Priest of Balth in any of the PvP outposts and unlock the skills(elite cost 3k faction while normal skills cost 1k) there. They will then become available automatically to any PvP character(with the appropriate profession). If you then want that unlocked skill for your PvE character, you can use a Tome.
