I for some reason cannot figure this out. Many builds are listed like "Swordsmanship 12+1+1
Strength 12+1"
I assume the first number is from putting attribute points in, but at level 20, I cannot put 12 into strength, and 12 into Swordsmanship. I can get 11 and 12. I would need an additional 9 points to make both 12.
So, I have 12 Swordsmanship, with a +1 from my helmet, +1 from a minor rune. Total of 14 Swordsmanship. But, then I only have 11 Strength from attribute points, and +1 from a minor rune. Making a total of 12.
How is possible to have 14 Swordsmanship and 13 Strength, without using anything but minor runes?
Not enough attribute points..?

You are missing one or 2 of the +15 Attribute point quests.

Both of the attribute quests in Factions are able to be done right after the missions - there's one in Ran Musu Gardens you can do right after Master Cho's Estate while the other one is in Seitung Harbor (ring the bell) after Zen Daijun.
