Charr bags drop only from bosses and the only bosses are across the wall. As for dye drops, I really don't know. I've had dye drop in most places, but since you're going to be farming for bags, you're probably best off farming the Northlands.

The skales outside fort ranik are good, also the stone elementals + bandits run outside barradin estate are good. And as he said: Bags only drop from the charr bosses.

You're better off just doing the bosses. If you get a salvage kit you can sell it and buy off dyes for cheap from other players.

One of my guildies is in pre and she plays behind the wall b/c of the bag drops and she finds there are more dye drops there also.

Dyes drop randomly from any enemy, so you're best off finding a big group of enemies which you can kill quickly over and over.
