Yes, this has been posted before, but the last topic I found, failed to provide any sort of reasonable need for such a feature. So, this new post which will lay out what I think the main benefits of this would be in an orderly fashion.
To reroll your PvP character doesnt take much time, admittedly, but please read the post COMPLETELY.
The following points are cases for allowing primary profession change on PvP characters only:
1. Re-rolling Heroes. To go through and redo armor and weapons for at least 3 heroes takes at least 1/2 an hour and gets extremly tedious. If you do any time in Hero Battles this gets old quick. Needing different heroes or testing alternate builds requires even more time if re-rolling. This is most frustrating when you consider that you rarely change much on hero builds or set up different heros to cover different builds, but you constantly want to change your own build.
2. Customized Weapons. If you customize any weapons from outside, these become essentially useless on re-roll. Yes, you have the ability to replicate any weapon there is, but we all know people like thier E-Peen, and this gives people the opportunity to try different builds with out extra slots and still keep thier cool weapons.
3. Inventory Management. This is kinda 2-n-1, first, for most PvP players, they need to build a large assortment of shields and offhands to be effective in many of the PvP enviroments. With primary changing, a player need only aquire, at most, one set of such items. He would not have to worry about swapping those to thier storage before re-rolling or carrying multiple sets across different characters. Also see point #2
4. Less Character Slots needed. This will of course be slightly detrimental to ANET (from a certain point of view) since some people will be less likely to purchase extra slots, but it could also gain some sales from people who found PvP only slots to be frustrating due to any of the above reasons and never dedicated a slot to PvP.
5. Birthday Presents could be obtained by PvP characters easier. This can be good or bad depending on your view, but doesn't make a difference either way IMHO.
6. Could open up further Title options that can be character PvP based. Maybe a kills/deaths toll title or anything else that could be character based and PvP related.
Now to answer the functionality side:
1. Changing primary randomly resets character looks. They stay the same sex, but they get a random height and appearance. You could then keep re-rolling till you got a look you liked.

2. If I picked face 1, hair 2, hair color 6, etc. the character would get the style from the same spot on the new profession.
or
3. No changes are made to the character, primary profession is identified by some sort of color based system. Maybe like a bosses' glow or a colored circle at the characters feet.
Runes and insignia's would be re-set to none on the armor of the new profession.
Some additional features that can be added:
Instead of Bday presents, after each year, PvP characters would unlock an armor crafter that could build certain armors. These could be new PvP only armors or they could come from the campaigns. I.E. 1st year unlocks base elite armors, 2nd year unlocks elite 15k armors, 3rd year unlocks FoW armor. This could alternatively be tied to a new character based title rank or ranks.
Charge for changing. This would be a set amount and a NPC would take your cash and change your profession. 1-5k or so would probably be about right, with 1k being most sensible.
Total Build Templates. This would change primary/secondary, runes, insignias, skills, attributes and weapon sets to the build. Could be saved and exchanged as needed like current Skill templates.
