Inscription unlocking (needs a change)

Today I was somewhere in NF and got one of these crappies blues. I id them for the occassional Highly Salvageable. So I got a 11^50. No big deal, I salvage and get a some iron.

Then later I was ABing and created a new bow (PvP character), and surprise!, my previous unlocked 15^50 is gone, and I had to unlock it again. There was a 11^50 avaliavable though.

This needs to change. I'm not gonna pay 1k faction everytime I identify or salvage some crappy blue. Just make it so that the highest ever unlocked always prevails.

You should report this in the bugs forum, but either way, this one's kinda rare.
