Here's a just generalize justification for the removal of "Incoming!"
PVP
1) DA, out performs the ability over incoming!
2) This skill has been nerf to disgrace completely, makes only viable in PVE...somewhat
3) Cost, Recharge VS Effect does not deserve the Elite Skill rank, maybe normal skill would do.
PVE
1) Save Yourselves out performs any elite other than Focused Anger to make imbagan
2) Better options still exists for Incoming, DA still is better
3) Chaining for continuous Incoming is not worth it (There's not much of spikes cordination), a Bonder is more efficient and easier, or best draw n tank
Suggestions:
1) Remove status of Elite, and ascend another skill into it's place, Aggressive refrain could be a good candidate if cracked armor effect is removed.
2) New elite skill implemented, I would suggest something more like "Anti-Spike"

Energy 5
Recharge 10 seconds
Type: Skill
Effect (consice only):
*Target other ally, this skill cannot target guild lord
*Lose all adrenline
*You and target ally shadow step to each other's location, all enemy attacks and spell are redirect to you instead
*You take 200%...75%...50% more damage during these time
*this skill is disable for another 25...14..10 seconds if the you not get hit by a fatal attack in next three seconds
3) Change the skill effect completely.
heres just my 2 cent, although Im a massive para fan, I do agree SY needs to be nerf, since I find other ppl wont accept any other para builds for creativity, even if its effective.

btw, what's the use of making it party members only in PvP and allies & party members in pve
it's not that you're going to prot a lot of allies in pve

Incoming at 14 spec gives 5 seconds, and at 17 spec gives 6 seconds of half damage in PvE, which can be nicely chained. DA is definitely not as good.

With 2.... It just seems weird for the way the game is programmed now. You will have to make it so the opponent actually switches targeting which I see problems with Anets Awesome programming team....
Number three. It's possible but then you would have to make sure whatever you change it too, can be altered in PvP if its too powerful there. Like the energy, recharge, power or whatever.
I'm up for a change to Incoming but, I don't think these are the answers. SY being able to make the party take 1/32th the damage (If I did that math correctly) for a large amount of time Is just scary.
Just off the top of my head. What about
Incoming
10 Ep 20 Recharge
For1...4...5 Seconds, Party members take 25% less damage, (50% less damage from Projectiles Instead(Doesn't stack with previous reduction)) and has 15% chance to Block
Thats a little weird though too so.....Meh

And as for the switch target I meant by the spells and attack who is already targeting the one your sacraficing for . My other idea is:
10 energy
health sacrifice 90%
Effect:
For the next 2 seconds all attack and spells that targets other ally is negated. For the next 5 second target ally is immune to My body as a shield. If you die as a result of this skill, you do not provide an exploitable corpse.
Basically like infuse health, but different way of approach
