Sadly, they did discontinue it for the foreseeable future. Look here, under the heading of In-Game Chat and Other Communications Methods - 16 May 2008.

ANET has decided Role Playing is not for them i suppose. The Scribe was a nice read and it was nice to find out who got picked as honorable players for helping people out or playing nice in PvP. I have not seen a public in game chat from a Dev since Gaile Gray has changed positions either. Regina is the only person we see in the forums but i have not seen her in game yet. Regina claims there are like 4 other CR's at ANET but i have not seen or heard or even know who they are. Gaile Gray put a nice touch on role playing in the game and that is gone now. NO Frog, No Rabbit, no anything but a business type attitude from ANET now days.

That's too bad. I liked the scribe... it was a nice way of adding a roleplaying element, and a neat way to hint at upcoming events/new weapons.
