Okay, the Celestial Sword I found a couple of days ago wasn't worth much but this staff might be:

Gold Celestial Staff
Halves Skill Recharge of Spells (chance: 18%)
Energy +10
Halves Casting Time of Spells (Chance: 10%)

It's not perfect but what do you think?
