Yes. That is a good rule to follow - use Guild Wars currency for... items, nothing else. And use the EVE currency for EVE items or whatever they do in that game.
I guess technically you can do it... you just risk being banned or suspended.

First, you risk being scammed out of gold/isk. Neither CCP nor ANET will refund any losses for this as it is against both EULA's.
Second, you risk getting banned/suspended from both your Eve and Guild Wars account.
Thirdly, should you survive scams and dodge bans/suspensions ANET likes to temp ban large gold transactions and remove said gold. Especially without reciprocating trades.
And last but not least, you have to locate STUPID people who both have gold in Guild Wars and want isk in Eve. Stupid because the chances that you are a scammer are astronomical (On their end) and that you will locate scammers (On your end).
It's entirely a silly concept.
If you are intent on getting gold in Guild Wars by trading for your isk in Eve while violating the EULA of both games you would be better off selling your isk on Ebay or whatever and buying the gold the same way.
