Who should I PM to have my forum name changed?

Title says it all.

I PM'ed Inde a while ago to have my username changed to Tingi, but he hasn't been on in yonks, so are there any other admins that could do it/I could PM as I'm not quite sure which of the admins/mods have this ability.

Any mod with an italic name can do this I believe. Supermods is what they're called. Avarre is the only one I can think of right now.

You could try pming her again, since she gets a lot of these kinds of requests. She gets to the ones she can, but has other pressing matters as well.

1: inde is a she.
2: I dont think the supermods (italic peoples) can. Only admins
The best way to get ahold of inde is to be persistant but not annoying. She probably has hundreds of PMs a week, so its easy to skip one, or catch her when shes working on something else.

Send her a PM with a clear title (like: Name Change Requested)
and then giver her your current name and the name you want it changed to.
