I used search, and although I found some suggestions for new elite areas(more realm of the gods), they are not the ones that I propose though.
An idea that I had, to help add something to do other then title grinding and new characters *at least for the people who have played GW for a while* was the addition of another elite area.
There are two things that are hardly touched on that I think can be turned into Elite areas, or just hard simply hard areas.
The Elite Area that I'm thinking would be best would be the Wizard's Tower in Kessex Peak. It is currently unaccessible and the only thing we know about it is that "Galrath" and "Verata" both are/were trying to get some power that is locked inside the Castle. So what if the Elite Mission was to go inside the tower, work our way through enemies to the top, and find/lock away the power or kill someone who is also trying to get that power? It can work like a dungeon as well, except that instead of going "down" you will be going "up." To get access, add a NPC that takes you inside, maybe after killing Verata in Kessex Peak.
I think making this really hard would be best, and a good thing for the mission *through Alex the Great and Tyla's suggestions* would be to have e-denial and areas where you cannot knockdown enemies. For the e-denial, it can be set up so that the enemies auto-target Blessing users with the e-denial skills, or have it so that Monks have a less priority then others. I think the auto-targeting Blessing users would be best way to set up enemy AI with e-denial because then people would be wanting tons of warriors and paragons who use Adrenalin skills and would not want nearly any caster.
With those ideas, the elite area would be the "hardest" *not really, but claimed to be because of no Ursan*. Also, using the Wizard's Tower might be able to fill in some gaps for the lore-lovers as well.
A reward that can be added could be new (not overpowered) skills, preferably PvE-only so that you have to do the elite area to get the skill. Or a new type of elite weapon set/armor would be a good reward too. The rewards I have not thought out fully yet, and of course, suggestions are welcomed.
A suggested system for the rewards for Wizard's Tower is to have a duplicate system of the Armbrace system. An outpost in the tower where you can turn in an item that is hard to get for a weapon and/or armor. Depending on the reason for making Wizard's Tower an elite, the weapons can be from "Wizard's" to an "<enemy/army's name>'s."

Syco, not all of orr is, it was a peninsula and is now a series of islands. It is simple to have "Boats" to connect the islands, like with how we get from Perdition rock to the Ring of Fire mission. "Boats" can be used the same way as the Reapers in the UW, talk to a NPC *a ghost* and the party "teleports" to another island.

I don't think Orr is worthwhile, unless by some unknown power Arah was suddenly raised to the surface and there was a scroll to get there.
I like the wizard's tower though. it is readily accessible, has some previous use in quests, and has some sort of power. I'd say make new weapons for it (Wizard's or something) with a system like DoA, with an armbrace-like item and make the tower an outpost as well once you unlock it where you can trade the item to get a clean max req 9 gold weapon.
